We’ll see if anyone can pipe in to say “yes” or “no”. I can say it’s not formally supported, as Adobe stopped updating CF9 in 2013, and had not added yet support for Win2012 to CF 10 by then.

I would propose you just try it. The first question will be whether the installer runs. If so, great. Then among the last screens of the installer (prior to CF2016) would try to implement the IIS integration. If it works, great. I am betting it will not. Support for IIS 8 (even) was never added to CF9, but who knows, it MAY somehow work. Or you could find very old resources showing how to manually configure IIS with CF9 and earlier (which is quite different from doing that for CF10 and later).

Even if you may get things “working”, again, note that none of this will be a “supported” configuration. Again CF9 hasn’t been supported (updated) in 7 years. You’re taking a serious gamble running such an old CF version, indeed any version earlier than CF2016, as even 10 and 11 are no longer updated. There are security vulnerabilities that were never fixed in 9, and later ones never fixed in 10, and later one never fixed in 11.

People will do what they will do, for their reasons, but we can’t help but want to warn against it. (And some will want to point out how you could also considering running instead Lucee, which is free, if your code works well on it.)

Finally, it may interest you to hear that there’s a current promotion to update CF 9, 10, 0r 11 to CF2018, at 25% off its list price, as offered (for some time longer) at https://buy-cf.com (from the makers of FusionReactor, the CF monitor.)
